四湖流域四湖流域地处江汉平原腹地,因境内有长湖、三湖、白露湖、洪湖而得名。流域面积11547平方公里,水资源较为丰富,是湖北省重要的农业生产基地。从1995年开始,世界银行贷款援助长江流域水资源项目,先后完成了“四湖流域水利排灌工程更新改造”和“四湖排水系统优化调度研究”两个子项目,并取得了较大的经济效益和社会效益。鉴于取得的研究成果,世界银行和湖北省水利厅认为有必要进行流域水管理和可持续发展综合研究,并在世界银行的援助下于2001年启动该项目。该项研究的主要任务包括规划研究,确定四湖流域防洪、排涝标准和提出进一步扩建改建工程方案与水管理监测通讯系统方案的建议;研究并提出四湖流域水管理机构系统的改革与发展计划;帮助项目区得到预期的经济效益和社会效益。
