河网化  平原地区修建纵横交错成网的河道,对水资源进行调节和综合利用的工程技术措施。中国早在五代时期(10世纪),江苏太湖流域就已形成浦塘制,即纵横交叉的河网,既可用以灌溉,又可进行除涝和综合利用。目前长江中下游广大平原地区、淮河苏北地区和珠江三角洲已形成了比较完整的河网系统,基本实现旱涝保收,成为农业高产地区。    按河网所处的位置及其作用,一般可分为内河网和外河网。内河网分布在一个地区之内,承担该地区内部的排涝、滞涝、排渍、灌溉、航运、养殖等任务。在多水季节,排蓄本区及来自外区的径流,用以除涝;在枯水季节,所存蓄的水量则用于灌溉、航运及其他部门。内河网有天然河道和人工开挖河道。内河网中各河道之间联系形式,一般有"井"字形、"山"字形和"丰"字形三种。"井"字形河网水流四处贯通,航运方便,但当河网主要承担排水任务,并另有灌溉渠系时,河网与灌溉渠道、道路等的交叉建筑物多;"山"字形和"丰"字形可避免上述缺点,但航运不便。外河网大多是天然河道,多分布在地区之间或横跨整个流域,承担地区或流域之间的水量调配,发挥防洪、灌溉、除涝、航运等作用。在内河网与外河网联结处,要修建水闸进行控制,将内、外水分开,有时还需修建泵站,提灌抽排。    河网布置的原则有:①便于按地形特点进行分级分片控制;②按地形条件布置河道,使土方量和建筑物数量少;③尽量利用已有河道及建筑物;④内河网布置与土地利用规划相结合,其中末级河道布置要满足机耕和控制地下水位要求;⑤外河网应满足地区或流域之间水量调配要求;⑥便于内、外河网之间联结。河网布置和尺寸与地区内灌溉渠道、湖泊、水闸、泵站等的布局和规模有关,应进行全面规划。    中国大多数地区采用外河网与内河网统一分级方法,一般分为4~6级。各级河道断面尺寸,可根据其所承担的主要任务,通过水利计算确定。外河网断面尺寸主要取决于防洪和通航要求,内河网断面尺寸主要取决于排涝、滞涝要求。内河网的水面率是以内河网的水面面积与排水区面积的百分比表示,一般要求达到5%~10%。
