世界防治荒漠化和干旱日世界防治荒漠化和干旱日(world day to combat desertification) 2004年6月17日是第十个“世界防治荒漠化和干旱日”。1994年12月,第49届联合国大会根据联大第二委员会(经济和财政)的建议,决定从1995年起把每年的6月17日定为“世界防治荒漠化和干旱日”,旨在进一步提高世界各国人民对防治荒漠化重要性的认识,唤起人们防治荒漠化的责任心和紧迫感。荒漠化是指气候异常和人类活动等因素造成的干旱、半干旱和亚湿润干旱地区的土地退化。地球陆地表面极薄的一层物质就是土壤层,它对于人类和陆生动植物生存极为关键。没有土壤层,地球上就不可能生长任何草木、谷物,不可能有动物和人类的生存。荒漠化,就是土壤层土质恶化,有机物质下降乃至消失,造成表面沙化或板结从而成为不毛之地。荒漠化不仅造成贫困,而且迫使人们离开故土,造成严重可怕的移民浪潮。地球荒漠化和气侯变化与人类活动密切相关。人口迅速增长和贫困的加剧导致过度耕种、放牧和乱砍滥伐等行为日趋严重,从而加快了土地荒漠化速度。联合国最新统计表明,目前全球有近二分之一的陆地表面、110多个国家和10亿以上人口深受沙漠化影响。非洲和亚洲是土壤荒漠化现象最严重的地区。在非洲,46%的土地和4.85亿人口受到荒漠化威胁。亚洲一半以上的干旱地区已受到荒漠化的影响,其中中亚地区尤为严重。土地荒漠化每年给全球造成的经济损失约420亿美元。我国是世界上荒漠化严重的国家之一,全国沙化土地面积约为174.3万平方公里,占国土总面积的18.2%,超过全国耕地面积的总和。尽管近年我国土地荒漠化防治取得很大成绩,局部地区生态环境得到根本改善,但土地绿化赶不上沙化,“局部好转、整体扩大”的趋势仍未得到根本的改变,沙化的年扩展速度已由1994年前的2460平方公里扩大到目前的3436平方公里。全国40亿亩天然草场也不同程度地出现退化和沙化。今年我国将“世界防治荒漠化和干旱日”的宣传主题确定为“防沙治沙与农民增收”,以使全国人民进一步了解、关心和支持荒漠化防治和防沙治沙工作,加快农民增收步伐,促进荒漠化地区全面、协调、可持续发展。
