堤防堵口  河(湖、海)堤被洪水冲决,对口门进行堵复的工程。河堤决口,按水势有夺流与分流两种情况。在河床高于两岸地面,决口后易于造成全河夺流,堵口需在不断流的情况下,进行堵口,称为堵水口。一般河流,河床低于两岸地面,决口时分流一部分,等待洪水退落后,口门断流后堵口,称为堵旱口;也有因口门进水量大,有继续扩大淹没区的危险,在水情有利的条件下,也采取了汛期抢堵的措施。海堤决口,当潮水退落,多采用断流堵旱口的办法。一般说堵口,多指堵水口而言。堤防堵口方法有立堵、平堵及混合堵三种,与兴建水利枢纽时的截流方法基本相同。但堤防堵口有一定的特殊性,由于堵口地点不能选择,往往交通条件、技术条件和料物等受到一定的限制。    中国远在公元前100多年前,黄河堤防就有堵口工程的记载。规模较大的,如西汉元封二年(公元前109)河南有濮阳瓠子堵口;元至正十一年(1351)山东省曹县白茅决口采用沉船法堵口等。中国过去河堤堵口多用立堵。在黄河及其他一些河流常用埽工进堵。堵合时,可根据水势情况,用单坝或双坝进堵。埽工主要材料为稭料(或柳枝)、土料、绳缆、木桩等。它是用桩、绳,缚束稭料,用土逐层下压料物入水,直到河底,成为一个埽体,节节推进。最后留缺口宽10~25m(龙门口),进行合龙。此法优点是便于就地取材,使用工具简单,能在深水急流中施工(水深最大可达20m左右);埽工有一定可塑性,能适用各种不同土质的河底。缺点是当口门缩窄后,水流集中,冲刷力大,易于跑埽,造成工程失利。    堵口用单坝立堵合龙时,一般采用合龙埽方法一次堵合。如口门水头差大,可用双坝合龙,正坝进行抛柳石枕合龙,边坝用合龙埽合龙,比较稳妥。合龙后为防止堵口坝漏水的工程措施,称为闭气。一般用加修后戗或堵口门后加筑围堤等办法。中国近代堤防堵口,除用埽工外,对分流较少的口门,有的在口门两端分向中间打2~4排桩,排桩之间填柳梢,压石或袋土进堵;有的用趸船为抛填基地,用块石笼体或袋土向中间进堵,同时浇筑土戗,最后进行合龙。荷兰海堤堵口,因受潮汐影响,采用过水沉箱法合龙,即根据口门、流量设计沉箱数目,低潮时放置沉箱,每个沉箱设有开敞式闸门,按要求启闭,以泄水挡水,直至合龙。    堤防多处决口时,一般宜先堵下游口,后堵上游口,先堵小口,后堵大口。因先堵上游口,下游口的流量势必增大,增加下游堵口作业的困难。但上游口如过流很少,也可先堵上游口。如上下口过流差不多,而相距又远,仍以先堵下游口,再堵上游口为宜。有的圩区,上口进流,依靠下口泄出的,则先堵上口,后堵下口为宜。要根据具体情况,相机进行。    堵口前进行口门地段的地质、水下地形及口门水流的勘测工作。重大堵口,要做模型试验。对堵口的坝位,应选在离口门跌塘上游一定距离,形成一弧形圈坝(见图),这样进堵时,水位壅高易于分流入正河。对全河夺流的堵口,要在口门上游原河道内选好引河的位置,开挖引河。进堵时,在口门上游先修挑水坝多道,以便水流通过引河能归入正河。在河道滩面较宽,口门距河岸较远的情况下,应在临河滩面绕筑围堤,以利进堵。堵口一般在枯水季节进行,海堤堵口应避开风暴大潮时进行。    参考书目   水利部黄河水利委员会《黄河水利史述要》编写组编:《黄河水利史述要》,水利出版社,北京,1982。   水利电力部黄河水利委员会编:《黄河埽工》,中国工业出版社,北京,1964。
