北美自由贸易区北美自由贸易区NorthAmerica，FreedomTradeRegionofthe包括加拿大、墨西哥和加勒比海诸国在内的北美共同市场。1980年，美国总统里根就提出建立北美自由贸易区的设想。80年代中期以后，美国在国际经济中的优势地位逐渐丧失，而日本的实力在急剧增强，欧洲统一大市场在迅速发展。美国和加拿大为了加强北美地区的竞争能力和各自经济发展的需要，从1986年开始谈判签订“自由贸易协定”，作为建立北美自由贸易区的第一步。经过漫长的谈判历程，1988年1月2日，美、加两国正式签订美加自由贸易协定，建立美加自由贸易区，1989年1月1日正式生效。按照这个协定，两国将在10年内分三次取消一切关税，大幅度降低非关税壁垒。美国还同墨西哥签署了《自由贸易协议大纲》，并就两国贸易自由化的细节问题进行谈判。此外，美国还以加勒比海诸国不采取损害美国利益的措施为条件单方面对它们提供地区性特惠待遇，这在美国历史上还是第一次。1993年8月13日，美国、加拿大和墨西哥同时宣布，三国已就北美自由贸易协议的劳务和环境附加条约达成协议，从而为三国通向北美自由贸易道路扫清了障碍。北美自由贸易区建立后，有利于形成一个包括贸易、投资、金融和劳动力流动的一体化共同市场，从而把北美地区的经济合作推向一个新的发展阶段。
