煤炭价格meitan jiage煤炭价格coal price 为取得煤炭资源的经济、社会效用而花费的经济代价。是煤炭价值的货币表现。 煤炭是一种可耗竭资源,其价格与石油价格一样,以边际成本为基础加以确定。边际成本包含了时间价值和稀缺价值。但煤炭资源比石油资源富足得多，因而稀缺价值相对较小。随着煤炭资源的变化，国际市场煤炭价格呈上升趋势。 中国的煤炭价格一直比较低。中华人民共和国建立后，原煤出厂价格每吨为10元左右，1978年提高到17元。1979年经济体制改革后,煤炭价格每吨提高到22元,1985、1988年通过扩大煤炭的地区差价，调整煤种差价，扩大动力煤按热值计价的范围，以及采取增产、超产加价等措施，较大幅度地提高了煤炭价格。1990年国家统配煤炭每吨又提价10元。主产地山西的统配煤出厂价格每吨达到60多元。但是由于资源条件的变化，煤炭生产成本提高等因素，全国煤炭行业仍然处于亏损状态，这不利于调动煤炭行业职工的劳动积极性，不利于煤炭生产的发展，从而给整个国民经济带来不利影响，需要在深化改革中进一步加以调整解决。 中国煤炭价格的管理体制是：国家统配煤矿的煤价由国家统一制定，只有很小一部分煤炭实行议价；地方煤矿的煤价由省、直辖市、自治区政府根据国家政策要求具体制定；乡镇煤矿的煤价除少量纳入地方计划分配的部分由地方政府定价外，基本上实行市场调节价。 （彭鸿林）
