全国海岸带和海涂资源综合调查 这是中国首次进行的大规模海岸带综合普查。1979年 8月，国务院批准统一组织的海岸带综合调查和海涂资源综合考察。简称"全国海岸带综合调查"。1980年3月,国务院有关部门和沿海10个省、市、自治区联合成立了全国海岸带和海涂资源调查领导小组。由领导小组聘请教授和研究人员组成的技术指导小组，负责调查的技术指导和成果审定工作，严恺任组长，陈吉余、宋达泉任副组长。1982年4月,技术指导组审查并通过了《全国海岸带和海涂资源综合调查简明规程》，并先后成立了水文气象、地质地貌、海洋生物、土地利用、化学环保、社会经济、土壤植被林业、制图 8个专业组。沿海10省、市、自治区也都设有相应的组织协调机构。 在这次调查之前,从1958年起,在辽宁、山东等地开展了局部地区的海岸带调查；1960年9月,国家科委海洋组制定了全国海岸带综合调查计划，由各省、市、自治区分期、分批实施。但规模不大，并于1966年中止。全国海岸带和海涂资源综合调查的目的是：初步查清中国海岸带的自然环境要素和社会经济条件。各种资源的数量、质量和分布，并做出综合评价，为?０洞酆侠?和海岸带管理提供基本资料和依据。调查的范围从海岸线向陆侧延伸10公里，向海延伸至10～15米等深线，总面积约35万平方公里。调查项目包括海岸带的水文、气象、地质、地貌、海洋化学、生物、环境保护、土壤和土地利用、植被和林业以及社会经济等方面。海上和潮间带调查一般采取断面和大面站观测；陆上调查一般采用点面结合、路线调查。在一些地区应用了航空遥感技术，并进行了综合开发试验。 这次调查从1980年开始，至1985年底基本结束，着手进行全国范围的资料整理和验收。调查中共有 15000人参加,使用了100多条船只。取得大量资料、标本、照片以及录像和影片。成果主要有 3项：①综合调查资料汇编；②图集,包括1:5万至1:20万的地形图（包括水下部分）、地质图、地貌成因类型图、海底沉积物分布图、矿物分布图、海洋水文要素分布图、海岸气候图、土壤资源图、资源图、环境污染状况图、开发利用规划图等成果图和资源图；③全国海岸带综合调查报告（包括开发利用设想方案）。
