“鹰击-91”分为反辐射和反舰两个型号,头部结构随导弹型号不同而异。反辐射型头部装有被动雷达导引头和杀伤爆破战斗部,反舰型头部装有主动雷达导引头和半穿甲战斗部。综合各方信息推测,“鹰击-91”长4.7米,弹径360毫米,弹重0.6吨,战斗部重90公斤,最大射程50公里,最小射程5公里。在外形尺寸和战术使用上,“鹰击-91”与目前法国和德国正在研制的ans导弹非常相似,可以肯定的是,“鹰击-91”反辐射导弹在飞行速度和杀伤力方面优于美国现役的百舌鸟、哈姆等高速反辐射导弹,能有效地攻击诸如美国提康德罗加、伯克级大型水面舰艇使用的an /spy-1宙斯盾相控阵制导雷达。为对付范围广泛的不同频段的雷达目标,“鹰击-91”也可采用能互换使用的、对应不同频段的被动雷达导引头,既可攻击地面雷达目标,又可攻击空中预警机。“鹰击-91”超音速反舰导弹由于装有主动雷达导引头,可独立自主地攻击舰艇目标。它的射程可提高到120公里,在巡航阶段的掠海飞行高度维持在20米左右,到了攻击阶段飞行高度则降到离海面7米左右,最低甚至可降至1.2米,令被攻击舰只上的雷达很难发现。
