风险与风险管理概述风险与风险管理概述 【风险与风险管理概述】人类从事任何经济社会活动都有风险，项目融资也不例外。为了帮助读者理解项目融资活动中各参与方涉及的种种风险及其管理，先介绍一般风险及其管理的基本内容。 1.风险的基本概念 (l)风险的定义 人们对风险有各种理解。有人认为，风险是人类活动结果的不确定性。人们从事活动，其后果有可能是他们希望得到的，也有可能是不希望得到的。也有人认为，风险就是不利的后果。还有人认为，风险是由于未来行动决策及客观条件的不确定性而引起的后果与预定目标之间发生多种偏离情况的综合。 本章采纳第一种人的看法。按照此种人的看法，风险是可以度量的，其大小是活动的各种后果出现的概率与后果本身大小的乘积之和。活动的后果可以叫做风险事件。 (2)风险的特征 风险的特征是人类活动内在规律的外在表现。正确认识风险的特征，对于识别和量化风险、加强风险管理、减少损失、圆满地实现项目目标具有重要意义。 ①客观性。不确定性是客观事物和人类活动发展变化过程所固有的，因此风险无处不在、无时不有。 ②潜在性。风险往往不显露在表面。正是卷八衍生品交易5 15由于这种潜在性，人们才不容易注意到它们的存在，才容易在各种活动中蒙受损失。但是，是否真的蒙受损失却是有条件的，只有促使风险事件发生的条件或者环境变成现实时，风险才从潜在状态转化为现实，成为风险事件， ③可测性。人们可以通过观察和监视，进而做出合理的判断，对可能发生的潜在风险进行预测、估量和评价，就有可能较为准确地把握风险。在此基础上，制定出相应的防范、管理和控制措施。 ④相对性人们面临的风险是与其从事的活动、在活动中的行为方式和决策密切相关的一同一风险事件对不同的活动主体会带来不同的后果;同一活动主体，如果行为方式、决策或措施不同，也会面临不同的风险后果;不同的活动主体对待同一风险的态度可能是不同的;因此，风险是相对的。 ③随机性。即使客观条件相同，风险事件有可能发生，也有一可能不发生。风险事件带来的后果也是多种多样。每种后果出现的可能性大小(概率)都有其客观规律。这种规律称为概率分布。掌握了这种概率分布，就有可能对风险后果作出数量上的估计_〕 (3)风险的效应 风险的效应是风险对活动主体以及内外环境的有形和无形的影响。由风险的性质和特征以及活动主体的观念和动机所决定。 ①诱惑效应。
