社区规划　　以社区为单位进行的规划。又称社区计划或社区设计。它是运用系统分析技术，决定最佳行动方案，以达到预定目标，解决社区共同问题，引导社区变迁的理性决策方法。　　　　社区规划是社区组织、社区发展、社区工作的重要内容与方法。它是由社区决策机构统一主持、由社区各单位分别执行的多项行动方案的联合筹划工作。社区规划可分为两个层面：①全社区的总规划。是将整个社区的经济、教育、卫生、福利、交通等方面综合起来拟订的发展计划。②各部门的规划，即社区各业务机构按社区总规划的分工拟订的具体工作方案。社区规划可先从整体计划作起或由社区决策单位总揽，亦可由各业务机构自提计划后由决策单位予以协调。前一方式为集中式，后一方式为协调式。社区规划的总目标或长期目标是全面提高居民的生活水平，促进社区发展，实现国家整体建设；分目标或短期目标是，根据社区当前需要，解决社区面临的各种问题，逐步改善社区的生活条件和环境，等等。　　　　社区规划的一般原则是:①目标明确,方法可行。目标必须具体化、数量化，并采取切实可行的方法实现既定目标。②效果可估，规划适宜。社区规划者应预计到规划实行的全部后果，规划的实施必须符合社区整体的最大利益。③项目完整，协调一致。一般规划都包括有原因、目的、方法、人员、时间、地点等要素。作社区规划时应做到内有各单位的协调，外有区域性以至全国性规划的配合，且使各年度计划前后连贯和一致。　　　　社会工作者通常把社区规划理解为狭义的社会规划，认为社会规划的功能包容在社会组织的功能之中，他们往往强调规划过程的社会政治意义，与社会学通常所研究的社区规划呈现出较大的差异。
