《保护世界文化和自然遗产公约》 保护和保存在人类历史上有重大价值的文化遗产和自然遗产国际公约。1972年11月16日，在巴黎召开的联合国教育、科学及文化组织大会第17届会议上通过,1975年12月17日正式生效。 公约分8章，共33条。8章即：文化和自然遗产的定义、文化和自然遗产的国家保护和国际保护、保护世界文化和自然遗产政府间委员会、保护世界文化和自然遗产基金、国际援助的条件和安排、教育计划、报告和最后条款。主要内容有： 公约规定保护的文化遗产包括：凡从历史、艺术和科学观点看来具有突出的普遍价值的建筑物、雕刻和绘画,具有考古价值的古迹遗存等,从历史、艺术和科学观点看来在建筑式样、协调一致性或与环境风景结合方面具有突出的普遍价值的分散或相互关联的成组建筑，从历史学、美学或人种学观点看来具有突出的普遍价值的人类工程或自然与人联合工程及考古地址等。 公约规定保护的自然遗产包括：从美学和科学观点看来具有突出普遍价值的自然景物，明确划定的遭受绝种威胁的动物和植物栖息生殖区域以及天然名胜或明确划分的自然区域等。 公约规定，缔约国首先要做到制定一项确定、保存、保护本国的文化遗产和自然遗产，并将其纳入全面规划计划的总政策。在本国领土上建立保存、保护及介绍文化和自然遗产的机构，使其拥有足以执行所负任务的适当人员和经费。同时还规定了在充分尊重遗产所在国主权，不使遗产受到损害的同时，缔约国承认此类遗产是世界遗产的一部分，整个国际社会有责任合作予以保护。 公约规定，在联合国教育、科学及文化组织内，建立一个保护具有突出的普遍价值的文化遗产和自然遗产政府间委员会，名为"世界遗产委员会"，设立保护上述遗产资金，名为"世界遗产资金"; 还规定了国际援助的内容、条件和形式等。 公约还规定，缔约国应通过一切适当手段，特别是教育和宣传计划，努力增强本国人民对世界文化和自然遗产的赞赏和尊重，并使人们了解接受援助保护的遗产的重要性和国际援助的作用。
