国际海事组织国际海事组织InternationalMaritimeOrganization联合国处理海上安全事务和发展海运技术方面的专门机构之一。原名政府间海事协商组织，简称海协，英文简称IMO。其宗旨和任务是促进各国间的航运技术合作；鼓励各国在促进海上安全、提高船舶航行效率、防止和控制船舶对海洋污染等方面采用统一标准；处理与上述事项有关的法律问题。1948年2月在日内瓦召开了联合国国际海运会议，会上制定了《政府间海事协商组织公约》。根据公约，1959年1月13日成立政府间海事协商组织。1982年5月22日改名国际海事组织。总部设在伦敦。国际海事组织的最高权力机构是大会。大会休会期间由理事会行使职权。日常事务由秘书处负责，秘书长是行政负责人。理事国分3类。一类是在提供国际航运服务方面具有最大利害关系的国家；二类是在国际海上贸易方面具有最大利害关系的国家；三类是地区代表的国家。国际海事组织为贯彻其宗旨，制定和修改了一系列有关海上安全、防止海洋受船舶污染、便利海上运输、提高船舶航行效率及与之有关的海事责任方面的公约；就上述有关问题开展研究和组织经验交流；向发展中国家提供技术援助。中国于1973年3月1日加入海协成为会员国。此后在第九、十、十一、十三、十四、十五届大会上当选为第二类理事国。1985年10月，中国与国际海事组织秘书长商定，在中国大连海运学院成立了世界海事大学第一个分校——大连分校。
