引航员　　持有资格证件在固定水域受雇为船舶引航的航海技术人员，又称引水、引水员。引航员按引航水域可分港口引航员、内河引航员和沿海引航员三种。在中国，海港引航员习称领港，长江引航员习称领江。船舶在港区、内河、沿岸航行，为了避免发生搁浅、触礁、碰撞等事故，要求驾驶人员能及时控制船位和进行避让。因此引航员必须对所在水域的地理特点、航道、水深、水流、航标设置和当地规章制度了如指掌，并具有熟练的船舶驾驶操纵技术。港口引航员还必须掌握靠离码头难度较高的操纵技术。国家对引航员分等级进行考核，合格者发给许可其在某水域引航的证书。大多数国家从有经验的船长中选拔和培训引航员。　　　　各国引航员组织有的为官方组织，有的为民间组织。官方组织一般隶属于港口管理部门，民间组织必须得到航运主管机关的认可。　　　　引航有强制引航和非强制引航两种。大多数国家为了维护国家主权，保障港口和船舶的安全，在一定水域对外籍船舶实施强制引航。有的国家规定载重量超过一定吨位，或上次引航后超过一定期限的船舶，均须由当地引航员引航。国家对进出本国港口的外籍船舶实施强制引航的主权叫引航权。非强制的引航服务，由船方提出申请。中国实施强制引航，外籍船舶不得自行进出港或在港内航行、移泊。引航员在船上执行引航任务时，系代表船长操纵船舶。不论是否强制引航，引航员均受船长监督。双方应紧密合作，交换有关航行情况。船长对船舶航行安全负有全责，必要时可纠正引航员的不当操纵。引航员对不适航船舶或当环境条件对人命或船舶安全构成威胁时,得拒绝或暂停引航;对船长提出的违反法规的要求也可以拒绝执行。引航员在引航过程中，如因过失发生海损事故，除个别国家外，在法律上仅负技术责任，而不负经济责任。引航员引航按规定收取引航费。
