民主改革和生产改革 中国在国民经济恢复时期（1949～1952），对没收的官僚资本企业实行社会主义改造的两项重要措施。没收官僚资本，不是打碎原来的企业机构，而是把它完整地接管下来，先恢复生产，然后再逐步改造它的生产关系，并建立与新的生产关系相适应的管理制度，发展生产力。根据当时情况，首先是进行民主改革和生产改革。 民主改革 在国民经济恢复时期，中国已开始进行社会主义建设,但是,还面临着帝国主义和国民党反动派的封锁、破坏、捣乱以至武装进攻。在这种情况下，中国共产党领导全国人民开展了镇压反革命运动。在原来的官僚资本企业内部，民主改革是结合镇压反革命运动进行的。 民主改革的内容是清除封建把头和其他封建残余势力。1950年，政务院和中央燃料工业部分别发出在搬运业和煤矿业中彻底废除封建把头制的规定。随之，各地都掀起了轰轰烈烈的反封建把头的斗争。对有罪行的封建把头进行了严肃的处理。对其他封建残余势力如帮派组织和反动会道门等，也区别情况进行了清理。废除原来企业遗留下来的压迫和奴役工人的各种制度，如包工制、工头制、搜身制以及限制工人人身自由、歧视和侮辱女工的各种制度等。在民主改革中，发动工人忆苦思甜，提高了广大工人的觉悟。建立起由工人代表参加的工厂管理委员会，实行民主管理，密切领导与群众的关系。同时，进行行政机构的改革，精简科室人员，加强生产第一线，建立车间班组制度，调整职员和工人之间的关系。在民主改革中，通过批评和自我批评，加强对职员的思想教育,在这个基础上,开展职工团结运动，消除职工之间的对立状态。 生产改革 生产改革与民主改革是交叉进行的。其主要内容是:①实行计划管理,建立生产和技术管理责任制。②制定合理的生产定额，开展先进生产者运动。③改善劳动条件，建立安全生产制度。④清产核资，建立经济核算制度。1951年6月,政务院财政经济委员会发布《关于国营企业清理资产核定资金的决定》，开始在全国范围内开展清产核资工作，为建立和健全企业的经济核算制打下了初步基础。 经过企业的民主改革和生产改革，改善了企业内部领导与群众之间、职工相互之间的关系，开始建立起社会主义经营管理制度，大大提高了职工的政治觉悟和社会主义积极性，有力地推动了国民经济的恢复和发展。
