公益性办学教育的公益性在《现代汉语词典》中，“公益”被解释为“公共的利益（多指卫生、救济等群众福利事业）”；与此相对应，在英文中有“public benefit”（公共利益或公共收益）和“commonweal”和“public welfare”（公共福利）等概念。政府举办的公立教育是完全免费或部分免费的，在一定意义上确实可以被视为一种“公共福利”；但在讨论民办教育问题时，认为“民办教育事业属于公益性事业”，显然不是指民办教育提供这种免费的福利，而是指它能增加“国家和社会的公共利益”。因此，本文认为，应该从“public benefit”意义上讨论民办教育的公益性及其相关问题。教育的公益性是指教育能为受教育者（及其直系亲属）之外的其他社会成员带来的经济的和非经济的收益。这种公益性主要表现在：（一）由私人收益的外部性(externality)带来的社会收益受教育者是教育活动的直接受益者，教育可以提高个人的经济的和非经济的回报，这就是教育的私益性。这种私益性首先表现为教育可以提高个体的经济收益。人力资本理论的基本观点是：教育是一种人力资本投资，通过教育可以提高个人的知识、技能以及劳动生产率，从而在劳动力市场上可以获得更高的收入。大量统计结果表明，受教育层次越高，获得的相对收入也越高。根据oecd对其成员国不同受教育程度劳动者1995年相对收入状况的统计，如果高中毕业者的收入为100，则各国受过高中以下教育者的相对收入平均为79，受过大学教育者的相对收入平均为162[1]。教育私益性的另一个重要方面是增强个人的就业能力。根据oecd对其成员国1995年各级受教育者失业率的统计，各国高中以下教育者平均失业率为10.1％，受过高中教育者和大学教育者的失业率则分别只有7.0％和4.0％[2]。著名经济学家明瑟（jacob mincer）认为，受过更多教育的劳动者在劳动力市场上至少有三大优势：更高的收入；更强的就业稳定性；更多的升迁机会[3]。还有研究表明，教育可以增进个人的健康知识，养成良好的卫生习惯，从而促进个人身体健康。此外，教育还可以通过提高个人的文化修养，丰富个人的精神生活，提高生活品味；可以提高婚姻和家庭生活的质量，并促进优生优育；可以提高决策能力和消费水平，以提高资源的使用效率，等等。教育在给受教育者带来收益的同时，也可以通过受教育者使其他成员和整个社会同时受益，这种影响被称为教育影响的外部性。教育对个体的各种影响都可以形成社会影响。例如，教育可以增进个体的健康，而个人的健康则可以带来一系列的公共利益，其中包括：减少疾病的传播，从而维护他人的健康；提高出勤率，从而提高其同事及工作部门的劳动效率；减少就医费用，降低公共医疗成本及保险费用。教育可以提高个体收入，从而可以增加税收，增进社会福利；教育可以提高个体的就业能力，从而可以减少失业和政府失业保险，等等。（二）由教育活动的社会性带来的社会收益教育是一种复杂的社会活动，教育不仅要为作为个体的受教育者服务，还要为社会共同的经济和非经济目的服务。教育对公共利益的贡献首先表现在教育能促进一种共同的价值观念、道德准则和社会制度的形成，从而促进社会的文明、自由、民主、平等、稳定，促进国家统一、民族团结和社会进步。有人认为，“教育对公共利益所作的一个基本贡献是它在保持和发扬民主自由中的作用。受过教育的人应当更加文明、更为宽容。受过教育的人会参加选举，在投票时他们会作出合理的选择” [4]。米尔顿?弗里德曼（milton friedman）更是认为：“如果大多数公民没有一个最低限度的文化和知识，也不广泛地接受一些共同的价值准则，稳定而民主的社会不可能存在” [5]。
