产品质量国家监督抽查产品质量国家监督抽查state supervision and inspection for products quality ChanPin zhiliang guojia』iandu ehoucha产品质t国家监价抽查(劝”esupe币sionandins卿tion forp耐uct甲ality)产品质量监督的一种主要方式，是中国政府对产品质量进行质量监督的有效手段之一，也是对企业质盘管理工作的考核，对企业能否稳定地、批量地、持续地生产合格产品的检查。 产品质量国家监督抽查始于20世纪so年代中期。当时由于固定资产投资规模扩大，消费基金膨胀，社会总需求大于总供给，导致部分企业没有摆正速度与质t的关系，片面追求产值、利润，放松了质量管理，忽视产品质量，从1984年第4季度起，出现了部分工业产品质量下降的趋势。1985年第1季度，这种趋势仍在继续发展。当时的国家经委采取了一系列措施，力图扭转产品质量下降的局面，并向国务院和全国人大常委会做了《关于扭转部分工业产品质量下降状况的报告》。该报告提出了9项为加强质量工作、扭转产品质t下降而采取的措施，其中1项是实行产品质量国家监仔抽查制度。国务院转发了国家经委的报告，从19钻年3季度起正式实行产品质量国家监督抽查制度，并授权当时的国家标准局下设的质量监督局会同有关部门，组织国家级产品质量监督检验中心具体承担此项工作。1985年9月，国家经委下发了(关于实行国家监督性的产品质量抽查制度的通知)。1985年第3季度第一次产品质t国家监督抽查共抽查了33类产品。1985年10月31日，国家经委发布了第一号产品质量国家监督抽查公报，公布了第一批17类产品的抽查结果。第一号公报是经过国务院几位领导同志审阅批示后正式向社会发布的。1986年10月国家经委发布了《国家监督抽查产品质量的若干规定》，对国家监督抽查工作予以规范。从此，产品质盘国家监怪抽查作为质量监督检查制度的一种形式被固定下来。产品质量国家监督抽查工作依据的法律是(中华人民共和国产品质量法》第巧条“国家对产品质t实行以抽查为主要方式的监督检查制度……”。1988年4季度以后由国家技术监督局负责组织实施。1卯l年9月，国家技术监督局制定并发布了《产品质量国家监仔抽查补充规定》，对国家经委制定的《国家监份抽查产品质t的若干规定)作了进一步的补充规定。1卯8年4月，国家技术监督局更名为国家质量技术监督局后，产品质量国家监督抽查工作由国家质量技术监任局负贵组织实施。产品质量国家监督抽查检验工作主要由国家产品质量监督检验中心承担。
