民办学校 民办学校是指国家机构以外的社会组织或者个人，利用非国家财政性经费，面向社会依法举办的学校或其他教育机构。学校是培养人才，传授知识的地方。从培养人才的层次上，可分为小学、中学、高等学校；从是否直接培养职业技能来看，可分为普通学校和职业学校；从组织形式来看，可以分为学校和其他教育机构，如培训中心、培训部等。民办学校和非民办学校则是从办学主体上来区分的。民办学校有三个明显特征：1.举办人不是国家机构；2.资金来源于非国家财政性经费；3.面向社会举办学校，也就是面向社会招收学生和学员，服务于不特定的群体和公民个人，而不是只招收某个团体、企业、行业、系统和特定群体的人为学生或学员。凡是符合上述三个标准的，属于民办学校。从现实情况来看，民办学校的举办者主要有：公民个人、私营企业和个体工商户、集体经济组织、国有企业、事业单位和社会团体等。从资金来源渠道来看，有个人自筹资金、个人智力投入（无资金投入）、个人和企业的投资、集资或入股以及捐资等。对于一个特定的民办学校来说，资金来源并不完全是单一的，可以是个人、集体、企业资金的混合。同时，非财政性经费并不排除国有资产的注入。
