授权授权authorization 授权(authorization)领导者或管理人把部分工作或权限交给卜属,使下属也有职、有权、有责。授权是一种通过他人来完成工作、达成组织目标的有效途径,故授权既是一种管理方法又是一种管理艺术。精通授权之道者,既能减轻个人负担,义能调动下属的积极性,使工作完成得更好。授权作为管理科学的一个复杂课题,所讨论的热点不是授权这一概念本身.而是授权的技巧及其效价。科学地分配权力,首先是决策权的下放。研究表明,给下属以相应的决策权,可使组织从_L到F节省成本,可使上级摆脱具体事务的纠缠。由一f下属了解具体情况可导致有效决策,可一激发一下属的主动精神和积极性。在管理实践中,权力下授难以做到的原因,除领导者或管理人对分权具有某种心理障碍(详见“授权障碍”条)外,还受其管理态度的影响。愿意接受他人意见、不认为自己的意见一定比别人的强,气质冷静、尊重别人的工作方式的人,能容忍别人的错误、疏忽和失误的人,有自制力、能抗拒权力诱惑的人,才会是一个好的分权者。不具备上述管理态度,都会影响适当授权。有效的授权,一般必须明确地交代各种政策、原则、职权和责任,严格而谨慎界定各种工作和任务的范围与界限,科学地规定工作绩效和水平相应达成的目标,注意上下沟通、协调和意见的传达,有效地控制和监督方法。此外,还要注意授权任务的完整性,不能是片段的或局部的,否则容易产生不信任感和束缚感。成功的授权可使主要领导人的时间能用于更重要的工作,可充分地发挥各层管理人的才智,发掘整个组织的潜能,使组织绩效得以超常发挥。 (孙俊山撰张燮审)
