《城市规划法》对用地调整有什么规定 城市规划工作有任条之一是为实现城市的经济和社会发展目标，适应社会主义现代化建设的需要，搞好城市规划和规划管理，做到合理用地、科学用地、节约用地、保证用地。为了保证国民经济和城市发展使用土地的需要，城市规划行政主管部门应当按照城市规划对城市用地进行调整，由城市人民政府作出批准调整的决定。用地调整实质上有以下三种形式： 1、在土地所有权和土地使用权不变的情况下，变更土地的使用性质，包括临时用地改变为长期用地。 2、在土地所有权不变的情况下，变更土地使用权及使用性质。 3、征用集体所有的土地，同时变更土地的所有权、使用权和使用性质。 另外，就是对早征晚用、多征少用、甚至征而不用的土地，现状不合理和存在大量浪费的建设用地，进行调整，使其合。用地调整是城市人民政府从国民经济和城市发展的大局出发，为了实施城市规划所采取的必要的措施。《城市规划法》第三十四条规定，任何单位和个人必须服从城市人民政府根据城市规划作出的调整用地决定”。这就要求，城市辖区范围内的各个单位和个人应以大局为重，局部利，服从城市规划行政主管部门核发的建设用地调整。
