目标管理目标管理objectives，managementby企业单位根据情况制定的一定时期的奋斗目标，以及为实现目标所开展的一系列组织、激励、控制等活动。目标管理的中心是尽力避免组织目标与个人要求相矛盾而造成强制性管理控制和人才资源的浪费，并尽可能地将管理建立在组织目标与个人要求统一的基础上，调动全体职工的积极性，以提高整个企业的经济效益。目标管理的基本内容是：①将整体目标分解为具体单位和个人的目标，形成目标体系。②建立分权组织体制，上级根据分解目标的内容在一定范围内给下级最大限度的权力，使下级充分运用权力谋求目标的完成。③制订实现目标的具体计划、方法和评价标准。④对目标实现的情况实行定期检查和考核，并据此实行奖惩。⑤在目标完成后，再制订新的目标体系，形成新的目标管理过程，开始新的循环。目标管理的本质是注重工作成果，造成充分发挥主动性和创造性的组织环境，激发奔向目标的强烈动机。目标管理根据企业类型可分：①组织中心型，即以各级组织为中心，分解整个企业的目标任务。②个人中心型，即以每个职工个人为中心，分解企业的目标任务。目标管理是美国管理学家P.F.德鲁克1954年首先提出的，1965年G.奥迪奥恩又做了进一步阐述。
