电力系统调度管理电力系统调度管理dispatching management of electric power system d旧n Ilx一tongd一aodu guanl-电j]系统调度管理(dispatehing managementof electric power system)为确保电力系统安全、优质、经济运行所进行的管理工作的总称.由于调度管理体制不同，各国调度机构的设置不同，因而电力系统调度管理的内容不尽相同。在中国，国务院1993年颁布了《电网调度管理条例》，电力系统的调度管理依照该条例进行。 管理体制分统一调度和联合调度两种基本模式。 统一调度对全电力系统的负荷平衡、发电厂出力分配、发供电设备检修安排、电能质量调整和安全经济运行等进行统一的调度。调度原则是系统各组成部分服从全电力系统的最大利益，使电力系统达到安全、优质、经济运行。 联合调度互联电力系统按相互之间签订的协议进行的调度，又称合同调度。组成互联电力系统的各电力系统实行独立的经济核算，在系统内部实行统一调度，在系统外部即在各电力系统之间实行联合调度。互联的电力系统之间按预先订立的协议或通过临时协商，进行电力与电量的交换、事故支援、协调安全准则等。参加互联电力系统的各个调度机构是相互平等的。 中国电力系统正在引入电力市场机制，逐步推行厂网分开、电力电量竞价上网等，这将对上述两种调度管理体制产生影响。 调度机构为保障电网安全、优质、经济运行，对电网运行进行安排、指挥、控制和协调等项工作的组织。实行统一调度的电力系统，设有最高一级的调度机构，在其下依电网的电压等级、系统结构和发电厂容量大小或按地区分设若干第二级、第三级调度机构。中国各电网按《电力法》和《电网调度管理条例》的规定实行统一调度，分级管理的体制，共设五级调度机构，即国家调度机构(简称国调)，跨省、自治区、直辖市调度机构(简称网调)，省、自治区、直辖市级调度机构(简称省调)，省辖市级调度机构(简称地调)，县级调度机构(简称县调)。下级调度机构服从上级调度机构在调度业务上的领导，并严格执行上级调度机构的润度命令。以华东电网现状为例，国家电力调度通信中心负责调度管辖华东和华中电网之间的直流联络线.华东网调负责调度管辖华东500 kV电网以及江苏、浙江、安徽和上海等三省一市电力电量交换;省调管辖省(市)内220 kV电网、电厂以及地区调度;每个地调调度管辖若干县调。 国外调度机构有多种模式.法国电力系统为统一调度模式，最高一级调度机构为中央调度所，下设7个地区调度所，地区调度所之下设若干配电中心。
