"三同时"原则  中国在环境管理中防止出现新污染源污染环境的一项重要原则。这一原则要求一切企业、事业单位在进行新建、改建?屠┙üこ淌保乐挝廴竞推渌?公害的设施必须与主体工程同时设计、同时施工、同时投产,简称为"三同时"原则。    中国原有的工业企业一般都没有防治污染的设施,这不仅污染环境、造成经济损失和危害人民健康,而且为了消除污染和危害后果需要付出巨大的代价。如果新建企业仍不采取防治措施,随着建设事业的发展,环境污染势必加剧。为此,中国在1973年的《关于保护和改善环境的若干规定(试行草案)》中提出,一切新建、扩建和改建的企业中的防治污染项目必须和主体工程同时设计、同时施工、同时投产的原则。1979年《中华人民共和国环境保护法(试行)》又重申了这一原则。为了使这一原则得到切实有效地执行,国务院有关部门在1981年 5月颁发的《基本建设项目环境保护管理办法》中又具体规定:①基本建设项目的确定,必须充分注意布局的合理性,使其对环境的有害影响缩小到最低程度。现有大城市和污染严重地区,一般不新建扩建大型项目,在城镇生活居住区、水源保护区、名胜古迹、风景游览区等需要特殊保护的地区,不准建设污染环境的项目。②建设单位和主管部门对基建项目的环境保护负责。从基建的选址报告、项目设计、施工安排到竣工验收等各个环节,都必须有环境保护内容,并将环境保护的投资、设备、材料等与主体工程同时安排。环境保护设施要与主体工程同时设计、同时施工、同时投产。达不到要求的不准投产,强行投产的要追究责任。这是在总结近几年实践经验基础上,对"三同时"原则的发展。"三同时"原则的推行,对于控制基本建设中产生的新污染源起了重要作用。
