动态比较优势论动态比较优势论 动态比较优势论后起国通过扶植和保护本国幼稚产业，发掘其潜在的比较优势，以实现自己产业结构高度化的赶超战略的一种国际贸易理论。由日本经济学家筱原三代平在50年代中期提出。他针对D.李嘉图的静态比较优势论不考虑技术进步和经济发展的局限性，指出劳动生产率的提高可以改变原先的比较优势或比较成本，进而改变国际分工和贸易格局。他根据德国经济学家F.李斯特的“幼稚产业保护论”，提出了日本规划产业结构的两项基本基准，即“收入弹性基准”和“生产率上升率基准”，引导产业结构向重工业化、高加工度的方向发展。他认为，一国在国际贸易中暂处于劣势的产业，可能会在动态的发展中转化为优势产业。对这些产业，不但不应该放弃发展，反而应当加以扶植。若发达国家着重发展收入弹性较高的产业，而发展中国家只发展收入弹性低且技术进步率低的产业，双方经济发展的差距必然就会拉大。发展中国家如果只讲静态比较优势，固守旧式分工格局，其产业结构就无从演进，就会永久落伍，丧失前途。倘若日本原封不动地照搬“比较成本学说”，工业结构的优化乃至高速经济增长均是不可能出现的。实际上，该理论主张在战略上重视潜在的将来的比较利益，在战术上重视近期的现实的比较利益。
