融资租赁业务操作的一般流程融资租赁业务操作的一般流程 I融资租赁业务操作的一般流程1根据融资租·316-中国金融大百科全书·下编赁的一般原理，租赁设备按承租人指定的要求由出租人购人，融资租赁业务操作的一般流程始于承租人，即从承租人选择租赁设备开始，到出租人收回租金、处理租赁设备结束时止。这一过程，大致包括以下几个步骤: 1.选择租赁设备 承租人根据自己的需要，从信誉好、产品质量有保证、价格合理和售后服务周到的供货商(或制造厂商)处选择所需的设备。选择过程要注意货比三家。如果承租人缺少选择设备方面的信息和渠道，可以请出租人帮助提供这方面的信息和渠道。 2.租赁委托 承租人选择好租赁设备后，应向出租人提出租赁委托，表明租赁意向。在租赁委托过程中，承租人首先要选择好出租人，对出租人的业务范围、经营能力、筹资能力、融资条件及资信情况等要有充分的了解。一般认为，一个理想的出租人应尽可能在最大程度上达到下列要求: (l)在收到承租人的租赁委托后，能迅速作出肯定的反应，表示经审查同意接受委托，受理该项目。 (2)资金实力雄厚，有充足的资金保证购买租赁设备的需要，不仅仅是能支付部分预付款或定金，如果租赁进口设备，要能保证按时开出信用证并在付款时不因支付能力弱而故意拒付。 (3)筹资渠道广泛，筹资能力强，且融资成本低，能提供较优惠的租金报价。 (4)并不为了争取到一笔租赁业务，故意先给一个偏低的租金报价，而在正式签订租赁合同时却以其他不合理的理由提高租赁费率。 (5)贸易渠道通畅，熟悉国内外市场行情，有丰富的商务谈判经验，充分维护承租人的利益。 (6)能够提供相关服务，如，帮助承租人运用金融工具，规避汇率风险;能提供有关技术设备的咨询、与租赁项目有关的经济信息。 (7)有丰富的租赁业务经验，自身管理完善，有较好的经营业绩和较高的社会知名度。 除了选择好出租人，承租人还应准备好租赁委托书(也称租赁申请书)送交出租人。租赁委托书应载明:委托人和受托人;委托租赁事项的内容;委托费金额及支付方式;委托事项执行的期限等。租赁委托书还应附有关于租赁项目概况、投资概算、租赁设备明细要求等附件。租赁委托书虽然不是正式合同，但它是承租人的要约行为，是一个融资租赁项目启动的标志，租赁过程中的购货合同和租赁合同都将以其为签订的依据。出租人一般都备有固定格式的租赁委托书。
