财政补贴政策 国家协调经济运行和社会各方面利益分配关系的经济杠杆，也是发挥财政分配机制作用的特定手段。是世界上许多国家政府运用的一项重要经济政策。 作用 财政补贴作为一种宏观调控手段，可被政府用来实现多种政策目标,如对促进生产和流通的发展、稳定市场价格、保障人民生活，以及扩大国际贸易等都有积极作用。但是，如果运用不当，补贴范围过宽，数额过大，就会超出财政的承受能力；如果补贴造成了某些产品的价格扭曲和企业的经营机制混乱，就会使之从调节社会经济活动的杠杆变为抑制经济发展的包袱。 中国的财政补贴政策 中国自50年代起实行的财政补贴政策，重点体现了国家保持社会政治、经济和人民生活稳定的要求。①支持农业生产发展。中国的财政补贴大部分用于以粮、棉、油、猪为主的农产品价格补贴。同西方国家在农产品生产相对过剩的条件下，为了保持国内市场供求平衡和增强在国际市场的竞争力，对农产品实行保护价格和出口补贴不同，中国的农产品补贴政策主要立足于扶持农业生产的发展，增加农产品的生产量。这突出地表现在1979年实行改革开放政策以后，国家为了支持农产品价格改革的顺利进行，从而达到支持农业生产发展的目的，在提高农产品收购价格时，对农民实行了加价款补贴政策，并采取了销售价格不提或少提的办法，对购销价格倒挂的价差和企业经营性亏损实行财政补贴。因而，农产品补贴增长很快，在全部财政补贴中占居重要地位。②稳定人民生活。长期以来政府从国家的具体国情出发，实行了保持人民生活基本必需品特别是粮油、猪肉、民用煤等价格基本稳定的政策,并对城市住房、水电、公共交通等实行低租金、低收费制度，因此而发生的政策性亏损由国家给予财政补贴。或者，在提高与人民生活关系密切的商品价格后，对职工或城镇居民给予适当的物价补贴。因此，中国的财政补贴具有绝大部分直接或间接用于人民生活的特点。 此外，在中国经济体制改革特别是价格改革的不断深入过程中，适当运用财政补贴政策，在一定程度上可以缓解因价格和利益关系变动带来的矛盾，为价格改革的顺利进行和社会稳定创造条件。
