国际贸易证书国际贸易证书 国际贸易证书出口国一方具有权威的金融机构(一般为中央银行)与对外贸易管理部门，为其出口商品向外l习进口商签发的一种凭证。此凭证授予该进口商或持证声、向这个出口国回售某些商品或劳务的不可撤销的权利，并保证以硬通货支付标明的进口款项。 国际贸易证书的签发，应根据国家需要，对进口货物与劳务的种类、数量、金额及有效期限都作出明确规定。而外国进口商获得国际贸易证书，就相当于取得了签发国的进口许可证和硬通货付款的担保，可以使用该凭证向签发国在规定范围内出口物资和劳务。如果该进口商本身没有可被出口国接受的产品时，也允许将国际贸易证书转让给第三者，并可从中获得一定的收益，转让国际贸易证书的价值是由供求关系及发证国当局规定的业务范围来决定的。这种交易方式对于签发国来说，是一种有效的促进进出口的手段，特别对于发展中国家，可以提高本国出口商品竞争能力。对于接受证书的进口商来说，可以以进带出，有利于扩大出口贸易。国际贸易证书，具有对等贸易方式的性质。
