国际收支调节国际收支调节 中国金融大百科全书·下编国出口，抑制本国进口，减少逆差。而顺差国可适当地对本国货币实行升值，提高本国货币对外汇率，增加本国进口，减少出口，缩小顺差。对于结构性不平衡，从长期来说，必须调整生产结构，建立适应于世界经济结构的本国进出口商品结构;从短期来看，可采取直接管制的方式，限制商品的进出口和资本的流动，或利用国家的经济政策干预本国的对外贸易和金融。如果是收人性不平衡，可引导本国建立适当的消费投资结构，来进行中长期的调节。当然，某一类措施并不一定能完普地解决国际收支不平衡的间题，而是要各种手段互相协调配合。(2)选择调节国际收支的方式还要考虑国内平衡的问题。调整国际收支必然会对国内经济产生影响，因为国际收支是一个国家整体经济的有机组成部分，它与一国内部经济有着内在联系并且相互影响。一般来说，国际收支平衡主要指国的国际收支状况能使其货币汇率保持稚定。汇率波动对国内平衡是会有相当影响的。如果汇率从临时性的波动发展到持续性涨落，就会直接影响一国国内的经济发展。又如一国国内失业人数增加，生产停滞，同时国际收支又出现逆差。若首先解决国内不平衡问超，则要刺激生产减少失业，为此必须在国内采取松的财政金融政策，如降低银行利率，增加货币供应t，扩大政府财政支出，减税，鼓励投资等扩张性政策。然而，利率降低不但使资本内流，而且还抑制了外资流人，这又会使国际收支逆差增加。经济扩张过猛，还会导致严!的通货膨胀，这样就有可能使国际收支趋于恶化。要平衡国际收支又必须在国内采取紧缩性的财政金融政策，若这样，国内经济危机又会抬头。因此，对于国内国际的平衡必须要综合考察，统筹兼顾。(3)选择调节方式要注意书自外界的阻力。一国对国际收支进行调节都是以本国的利益为出发点，由于各国之间存在着矛盾和冲突，这样，一国的调节措施在使本国国际收支达到平衡的同时往往会导致他国的不平衡。例如，为了减少逆差，有些国家采取直接限制商品翰人的措施，实施这样的限制性措施，就有可能遭到被限制国家的报复，因为这影响了他们的出口。为了防止加深与其他国家的矛盾，在选择国际收支调节方式的时候，一般应采取阻力较小的措施。当然，前提仍是首先保证本国国际收支的平衡。 国际收支调节政策任何一国的国际收支出，现不平衡，若不及时调整，都会对本国经济产生影响。如果国际收支大量顺差，会由于外汇供过于录而引起外币汇率下跌和本币汇率上涨。
