就业就业 就业进入劳动年龄且具有劳动能力的人参加社会劳动并取得相应的报酬或收入的经济活动。对劳动者来讲，就业是谋生的重要手段。对社会来讲，就业是实现劳动力与生产资料结合的重要环节。构成就业这种经济活动，必须同时满足3个条件:①进入劳动年龄的人具有劳动能力和劳动意愿。②劳动者能够从其所从事的劳动中获得报酬或收入。③所从事的劳动必须是社会劳动。凡符合这3个条件的劳动者，称为就业者。不同国家或地区对就业者的统计标准是不相同的。较为通用的就业者统计标准是1982年第十三次国际劳动统计专家会议提出的。按照这一标准，凡是在规定的劳动年龄以上，且具备下列情况之一的，就算就业者:①在基准期内正在从事有报酬或收入的工作的人。②有职业但临时没有工作的人，包括:虽未工作，但有工资或薪金连续收入的人;在偶然事件结束后有返回工作的保证的人;由于患病、负伤、节假日、罢工或关闭工厂、暂时脱产培训、产假、经济衰退，以及由于天气不良、机械故障或停水停电等原因造成的停产、停工而暂时没有工作的人。③以现金或实物领取工资的学徒。④军队中的成员。⑤雇主和个体经营者，或正在协助家庭经营企业或农场而不领取报酬的家庭成员。中国在1982年人口普查中，也对就业人员的统计标准作出了规定，如规定1982年6月30日有临时性工作并在6月份从事社会劳动在16天以上者，即为就业人口，无论是在全民所有制单位、各种集体所有制单位工作，或从事个体劳动，也不论是从事固定性职业还是临时性职业，都视为就业。
