幼稚产业幼稚产业infantindustry在一个国家中尚处于发展初期阶段，缺乏竞争能力的产业。由于国外产品在市场上强大竞争，而国内生产同类产品的新企业又难以经受试制阶段、市场销售以及资金、价格等方面的压力，因此一般需要政府在贷款、税收等政策方面给幼稚产业以保护。按关贸总协定解释，幼稚产业包括：①新产业。②现有产业新的生产部门。③现有产业的重大改建。④供应部分国内需求的现有产业的重大扩建。⑤遭受敌对行业或自然灾害严重破坏的重建。东京回合对上述规定又加以延伸，还包括发展新的生产结构或改扩现有生产结构，以便按照经济发展的优先次序更加充分和有效地利用资源。
