海关税务司海关税务司中国丧失海关行政权以后外国主持中国海关行政的首脑名称。名为中国海关监督雇佣之人，实际是中国海关的主宰。1853年9月小刀会在上海起义，设在英租界的中国海关遭到抢劫，复为英国水兵占领。英国驻沪领事借口中国海关机构不复存在，遂与美、法领事协商，宣布由各国领事代征海关税饷。中国方面为保证关税收入，于1854年2月在苏州河北岸重设上海海关，随后又在黄浦江的闵行镇和苏州河的白鹤渚设立两个税卡，征收出口丝茶关税。这些措施受到外国领事的反对。清政府迫于压力，为了恢复海关税款收入，于6月29日（六月初五）派上海道台吴健彰与三国领事会谈并达成2项协议，成立一个由三名领事代表组成的税务司署。规定作为单一体联合行动，税务司由三国领事各自挑选和推荐，由上海道台任命。他们有权检查船只的进出、货物的装卸以及报关结关等各项单据，侦察一切违章和作弊行为。海关税务司的违法和渎职，由道台和三国领事组成的混合法庭调查处理。税务司署附属机构全体华洋人员，也必须对混合法庭负责。他们的去留必须经过税务司的建议，由道台作出决定，而且不得迟延。1854年7月12日，中国历史上第一个外国税务司在上海出现，执行中国海关行政的权力。上海海关税务司成立后，10年之中，税务司制扩展到广州、汕头、宁波、福州、镇江、天津、九江、厦门、汉口、芝罘（今山东烟台）、淡水、台湾（台南）、牛庄等13个通商口岸。1861年在各关税务司之上，又设立一名总税务司。第一任总税务司是英国人李泰国。各级税务司完全听命于外国公使和领事，中国地方官甚至连将军、总督都无权加以管束。总税务司在海关范围以内，享有绝对的统治权。1863年11月，英国人R.赫德接任总税务司。他在任职期间，不但把中国海关完全置于英国人控制之下，而且把他自己的活动，伸向中国的军事、政治、经济、外交以至文化教育各个方面。海关税务司的统治延续了将近1个世纪，中华民国期间开始关税自主。中华人民共和国建立后，1950年，海关税务司才真正结束。
