水资源利用的生态经学分析水资源利用两种调节机制的比较纵观历史，凡是出现供不应求的时候，海鱼的价格就会上涨，而鱼价的上涨又会刺激人们进一步投资增加渔船。在捕鱼量超过渔业资源最大可持续捕获量的今天，如果继续增加渔船，对渔业资源无异雪上加霜。人类对地下水资源的利用情况也大体如此。人们与日俱增的需求一旦超过地下蓄水层的最大可持续供水量，地下水位就开始下降，水井就会干枯。这时，市场就会站出来怂恿人们开挖新井，开采更深层的地下水，致使地下水位加速下降。在华北平原这种状况正越演越烈。仅河北、山东两省1999年一年就有7.7万眼水井因干涸而报废，同时又开挖了12.3万眼更深的新井。有人曾经说过，计划经济失败于它不能反映市场的真理，而市场经济则失败于它不能反映生态学的真理。遵循生态学原理，地下水位一旦开始下降，不是花钱去打深井，而是采取措施提高用水效率和降低耗水规模，使取水量恢复到与地下水可持续供给量保持平衡的程度。这样就可以实现水资源的永续利用。这意味着两种不同性质的反馈循环链。一种是在传统市场经济条件下：资源的破坏性开发导致资源产量下降、价格上扬，进而刺激资源的进一步开发，最终导致资源彻底破坏或耗竭。另一种是生态市场经济条件下：当资源产量下降时，采取措施限制资源的开发，并通过提高资源效率等措施降低资源需求量，达到减轻资源需求压力、实现资源可持续利用的目的。两种反馈模式导致两种截然不同的结果。传统市场经济反馈模式导致资源破坏甚至耗竭，而生态市场经济反馈模式则可以实现资源的可持续利用。所以，无论是维护和管理生态系统，还是构建和谐社会，我们都应该选择能够反映生态学原理，促进社会和谐发展的生态市场经济模式和社会管理模式。
