水土保持林  为防止、减少水土流失而营建的防护林。是水土保持林业技术措施的主要组成部分。主要作用表现在:①调节降水和地表径流。通过林中乔、灌木林冠层对天然降水的截留,改变降落在林地上的降水形式,削弱降雨强度和其冲击地面的能量。林地地被物(主要是良好的林地枯枝落叶层)以大于自身气干重2~3倍的重量比例吸收林地降水,同时,以其较大的地表粗糙度削弱地表径流。即使地表径流形成(极少出现),也能在很大程度上降低径流携带泥沙的能量。②固持土壤(体)。水土保持林的乔、灌木群体具有浓密的地上部分和强大的根系,可发挥良好的固岸、固坡、防冲、护滩、缓流挂淤,以至减免滑坡、崩塌等为害的作用。此外,还有改善农牧业用地小气候条件和改良土壤等作用。(见彩图)    概况  中国南宋嘉定年间魏岘所著《四明它山水利备览》较早地系统阐述了森林的水土保持作用。清代道光年间,梅曾亮在其《书棚民事》一文中对于森林的水土保持作用,诸如林冠截留降雨,林地枯枝落叶和林地土壤的保水作用等进一步作了较为详细的描述。中华人民共和国成立后,水土保持林在水土保持综合治理中越来越占重要地位。1978年国务院批准建设西北、华北、东北防护林体系,其中水土保持林占很大比例。苏联在帝俄时期(19世纪)就比较重视防护林在防止风蚀和水蚀等方面的作用。日本近百年来,一些石质山地也结合工程措施,营造人工林以防止耕地(主要是水田)被水冲沙压和减免山洪、泥石流的为害。欧洲一些国家如联邦德国、意大利、奥地利等紧密结合荒溪(小流域)综合治理,采用工程措施和人工造林相结合的方法在防治山区水土流失方面取得良好的效果。在美国、澳大利亚、新西兰等国以经营农业,牧业为主的一些水土流失地区,农田、牧场的水土保持工作也以营造人工林作为主要的措施。    营造特点  表现在树林配置和营造技术两个方面。    配置  水土保持的综合治理一般以小流域为基本单元。水土保持林的配置,根据不同地形和不同防护要求,以及配置形式和防护特点,可细分为分水岭地带防护林、护坡林、护牧林、梯田地坎防护林、沟道防蚀林、山地池塘水库周围防护林和山地河川护岸护滩林等。不同的水土保持林种可因地制宜、因害设防地采取(林)带、片、网等不同形式。在一个水土保持综合治理的小流域范围内,要注意各个水土保持林种间在其防护作用和其配置方面的互相配合、协调和补充,还要注意与水土保持工程设施相结合,从流域的整体上注意保护和培育现有的天然林,使之与人工营造的各个水土保持林种相结合,同时又注意流域治理中水土保持林的合理、均匀的分布和林地覆被率问题。    营造技术  由于大多数水土流失地区的生物气候条件和造林地土壤条件都较差,水土保持林的营造和经营上有如下特点:①选择抗性强和适应性强的灌木树种,同时注意采用适当的混交方式。②在规划施工时注意造林地的蓄水保土坡面工程,如小平条、鱼鳞坑、反坡梯田等(见造林整地)。③可采用各种造林方法,以及人工促进更新(见森林更新)和封山育林等。造林的初植密度宜稍大,以利提前郁闭。
