灌溉排水规划 为防治旱涝灾害，合理利用水土资源，发展灌溉和排水而制定的总体规划。它是水利建设的一项重要前期工作，用以安排灌溉排水的长期发展计划和确定近期灌排工程项目。灌溉排水规划由两部分组成，即灌溉规划和排水规划。由于不同地区在不同时期内有不同的要求，也可以单独编制灌溉规划或排水规划。 基本任务 根据国家的水利建设方针和农业生产发展的要求，研究规划地区的自然和社会经济的特点，提出防旱除涝及土壤改良的目的和任务；拟定灌排工程的项目、规模和建设程序；进行技术经济论证；选定近期工程项目及其实施步骤。 规划原则 ①要遵循流域规划或地区水利规划、农业发展计划等进行编制。②灌排结合，统一治理，因地制宜地考虑灌溉、除涝、治渍、防治土壤盐碱化的需要。在编制灌溉排水规划时，灌排应统一规划。③综合利用灌区的水土资源。在安排灌溉用水发展种植业的同时，要兼顾防洪、供水、发电、航运、养殖等要求。④合理开发利用灌溉水源。要充分利用地面水，合理开发利用地下水；对地下水的开发利用，应研究不同含水层的开发方式，注意采补平衡。要充分利用当地径流，并合理调用外来水。⑤处理好有关方面的矛盾，包括上、下游灌区与相邻地区的关系。⑥排水规划应作到高水与低水分开,内部积涝与外部洪水分别处理,争取自流排水，减少抽排负担。 主要内容 灌溉规划 ①对灌溉水源进行水文水利计算及水质评价确定水源开发方式、供水保证率及其相应的供水量。②确定灌区的范围与规模，进行水土资源的平衡计算。③根据灌区范围内的土壤、水文地质、地形、地貌及农业结构等条件，将全灌区划为不同的灌溉分区。④根据农业生产发展计划规定的作物组成，拟定各种作物的灌溉制度和灌水方法，确定灌溉模数及排涝模数；在有盐碱化威胁的地区,还需确定洗盐定额,从而计算灌溉总用水量。⑤选定渠首工程的类型和布置，确定渠首水位和水量调节的要求。⑥规划布置灌溉渠系和典型地块的田间工程，以及道路系统和林带、村庄等。⑦渠系建筑物的布置及其工程结构形式。⑧方案论证及选定。包括计算工程投资，进行技术及经济效益分析比较,并考虑社会、环境等方面的因素,选定采用方案。⑨编制工程概算和提出工程实施方案及管理运用方面的意见。 排水规划 ①确定排水区的范围与排水任务。②按水文、地形、地貌、水文地质、土壤及现有水利设施等条件进行排水分区。如高排水区和低排水区，自流排水区和抽排区。③根据排水区域的地形，选择排水出路和容泄区。④制订排水标准，合理选定排水方式，布置排水系统，计算排水流量。⑤布置排水系统建筑物。⑥协调各排水分区的排水要求，并通过水文水利计算，确定各级排水沟道、建筑物和抽水机电设备的规模。⑦分析排水效果和经济效益。⑧进行方案比较，确定采用方案。⑨编制排水工程概算，提出工程实施方案和管理运用意见。
