《职业卫生服务公约》《职业卫生服务公约》 《职业卫生服务公约》即国际劳工组织于1985年制定的第161号公约。该公约的原则是，通过建立一预防服务部门，保持一种安全、卫生和适应需要的工作环境，促进全体工人的身体和精神健康。其主要内容有:①在全国统一的政策内，逐步建立为全体劳动者服务的职业卫生服务机构，主要作用是提供预防咨询建议。②为此，应和最有代表性的雇主组织、工人组织进行协商。③职业卫生服务机构可在一个企业基础上单独组建，也可几个企业共同组建。④职业卫生服务机构可由企业或企业集团组建，也可由公共部门或社会保障部门组建，或者由其他授权机构组建。雇主、工人和他们的代表应为此合作，并参与实施行动。③职业卫生服务机构的任务是，监视工作场所环境、实际作法和与工作相关的工人健康情况，确定工作场所对健康的风险并作出评估。负责提出这方面咨询意见，以有利于工人适应工作环境，推动这方面的信息、培训和教育工作。负责组织现场急救，参加工作事故分析和职业病分析，帮助采取职业调整措施。⑥职业卫生服务机构的人员应具备必要素质，享有完全的职业独立性。⑦职业卫生服务机构有权得到关于构成对工人健康风险的情况或值得怀疑的因素的通告，如工人中疾病情况、工人因健康原因缺勤情况等，但是，不得要求它去核查缺勤原因是否成立。⑧对工人工作中健康情况的检查应是免费的，并尽可能在工作时间内进行。这种检查不应带来工人收益的任何损失。⑨负责监督指导职业卫生服务机构的当局通过立法任命。
