广西壮族自治区桂林图书馆始建于1909年(清宣统元年)，当时广西提学使李翰芬，奏准在桂林筹建广西图书馆，并委托广西教育总会办理。会长唐钟元、陈智伟倡议募款，李翰芬率先捐银500两,并向参加优拔考试之生员按名派捐，得银16170两。在桂林靖江王城(今广西师范大学) 东南隅兴建馆舍。接收广西官书局与优级师范所藏图书及上海各书局及省内外官绅赠书。于1911年2月竣工开馆，藏书3447种、17000余册。定名广西图书馆。首任名誉监督唐钟元，驻馆提调(馆长)龚鉴清。建国前40年间，政局不稳，战乱不断，我馆事业发展缓慢，馆名几经更改，历经苍桑。1919年称广西省立第二师范学校附属图书馆，1928年称广西省立第一图书馆，1937 年称广西省政府图书馆。1940年6月称广西省立桂林图书馆。抗战时期，桂林作为大后方，各省文人名士云集，文化出版事业十分活跃，我馆亦成为图书文献收藏和利用的重要场所，藏书达30万余册，以其“藏书之丰富，设备之完善，在西南各省首屈一指”。1944年，桂林沦陷，我馆将部分藏书转移到广西昭平县，馆舍及其余藏书毁于兵灾,劫后余书7万多册，其中包括广西地方历史文献和抗战时期桂林出版物等。1946年抗战胜利后，在旧址重修建馆舍，同年9月竣工开放。1949年11月桂林解放，我馆由桂林军管会接管。1950年1月完成接收，定名广西图书馆。1953年改名为广西省第一图书馆，1955年，我馆从王城旧址迁入榕湖北路新址。馆舍面积2698平方米。1958年3月,广西壮族自治区成立，改名广西壮族自治区第一图书馆。1980年11月，改称广西壮族自治区桂林图书馆，仍为省级公共图书馆编制。建国后，我馆在各级党和政府的领导和关心支持下，各项工作得到长足的发展。1988年10月国家、自治区和桂林市共同投资1100多万元在桂林市安新北路扩建新馆舍1万1千多平方米，1991年5月竣工开放。新馆舍的建成使用，为我馆的新发展提供了优良的条件。
