欧洲经济共同体共同农业政策欧洲经济共同体共同农业政策common agricultural policy in the EEC 欧洲经济共同体共同农业政策(commonagrieultural Poliey in the EEC)欧洲经济共同体成员国为促进其农业的发展，所制定的共同体超国家的经济干预手段。1957年3月，欧洲经济共同体六国签订《罗马条约》，提出共同农业政策的主要目标是提高农业劳动生产率，维护成员国农业生产者和消费者的利益。1958年7月，共同体斯特雷扎会议对共同农业政策提出一些初步设想。196。年6月，共同体执行委员会就拟定共同农业政策做出具体建议。同年n月，共同体部长理事会制订共同农业政策的三原则，从而奠定了该政策的主要内容。三项原则是:①单一市场原则。即在共同体内农产品自由流通，内部废除关税与非关税壁垒，各成员国的市场成为统一市场的有机组成部分。建立单一市场的基础主要是稳定的统一价格和稳定的汇率。此外，要有共同遵守的竞争规则，协调的行政管理法规。②共同体优惠原则即集体推行农产品的保护贸易政策，通过关税与非关税对外壁垒，防止外部廉价农产品在共同体内倾销，以保证成员国农业生产与农产品贸易的顺利发展，进而扶助成员国农产品运销国际市场。同时协助共同体内农业欠发达地区的发展。③财政联合负责原则。即建立共同基金，统筹为实现共同农业政策的各项目标所需的费用。除上述三原则外，在共同农业政策的原则建议中，还提及应利用价格这一经济杠杆谋求农业的共同发展。1962年1月，成员国通过“建立农产品统一市场折衷协议”，规定对谷物、猪肉、家禽、蛋、水果、蔬菜、酒七类农产品的市场实行统一管理。1963年12月，共同体部长理事会决定对大米、牛肉、牛奶及奶制品着手建立统一市场，逐步实行统一价格制度后陆续进行扩充，迄今几乎所有重要农产品都已包括在共同农业政策之中。为了解决该政策实施所需的经费，1962年]月设立“欧洲农业指导与保证基金”。其基金来源，1971年以前，主要由各成员国分摊(按各国对共同体总预算的缴款分配比例)以及各成员国上缴对第三国征收的差价税。1971年1月以后，则全部由共同体的总预算开支。基金除用于农产品内部市场的干预活动和出口补贴外，也用于支持成员国的农业结构改革。共同农业政策自1962年初实施，至1969年底基本实现共同体内农产品的自由流通;对外则征课差价税或共同对外关税。共同农业政策的核心是统一的价格管理制度。管理价格按“农业计算单位”的内部核算指标规划。农业计算单位与各成员国货币之间有法定比价，计划中使用这个比率，现实交易按市场汇率折算。1969年以后，市场汇率变动不定，与计划比率脱节。
