独立型银行和混合型银行独立型银行和混合型银行 【独立型银行和混合型银行】合作银行的组织形式还可以按照银行是否独立而分为独立型和混合型两种。独立型银行是指合作银行呈现为一个完全单独运行的系统，在组织体制上并不依附于任何经济组织，也不是作为任何经济组织的子系统而存在。上述的单一制和系统持股制合作银行均属这一类型。这种体制使合作银行不受任何经济组织的支配，可以独立自主地从事货币信用活动。 混合型银行则是指合作银行并不是一个完全独立的系统，而是寓于农业合作组织中，尽管银行本身也有自己的组织体系，但在组织归属上却是作为农业合作组织中的一个子系统而存在。日本和韩国的农村信用合作组织就是实行这种体制。按照日本长短期金融业务分离的原则，日本农业金融也划分为以中、短期贷款为主的合作金融和以长期低利贷款为特征的政府金融两部分。合作金融就是农协系统中具体办理信用业务的机构，其资金来源主要是吸收农村存款，服务对象原则上也限于在本系统内部作为会员的农户和农业团体。农协系统的金融机构是日本民间农业金融合作的专门部分，它由三个层次、三个业别组成，即基层市、盯、村农协和农、林、渔业三种不同行业的协同组合信用联合会;都、道、府、县的农协信用联合会和农、林、渔业协同组合信用联合会;中央的农林中央金库和全国信用联合协会。但林、渔业信用机构较少，且一般只放款而不办存款，所以日本农村合作金融体系一般以农协的信用机构为代表。基层农协由市、叮、村的农民及其他居民和团体人股组成，它以信用、销售业务为主，也兼营其他业务。目前全国基层农协组织机构有4500多家，分支n(X幻多个，办事处22(X)多个，事务所48(X)多个，所有这些机构都直接面向农户、服务农户。中间层的信农联由所属各农协合作金融机构人股组成，根据《农业协同组合法》，信农联“不得经营信用事业以外的任何业务”。最高层的农林中央金库则由各地的“信农联”、“信渔联”、“信林联”等人股组成，根据《农林中央金库法》，它除办理存、放、汇等业务外，还有权发行农村债券，其资金来源供中长期贷款使用。三级组织均独立核算、自主经营。至于全国信联协会则是由各都、道、府、县信农联和农林中央金库共同参加组成，它是各地信农联与中央金库的联络机构，并通过对农协系统金融活动的调查研究为各会员提供信息，还负责协调各会员之间的相互关系。
