周期平衡财政政策　　凯恩斯主义者倡导的一种财政政策。它主张在经济萧条时财政要有赤字以便刺激经济，变萧条为繁荣，而在达到充分就业水平，出现通货膨胀危险时财政要有结余，以防止经济过热导致危机的爆发。这样尽管从年度看预算是不平衡的，但从整个经济周期看，通过有目的的安排不同年度的赤字和结余，起到了刺激或约束经济活动,熨平经济周期波动的作用,实现了周期的平衡。这种政策被认为是对1929～1933年大危机以前资本主义国家所奉行的量入为出的年度平衡预算和所谓的"健全财政原则"的革新。　　　　凯恩斯主义者认为周期平衡财政政策是通过现代财政制度的两种机制实现的:①自动稳定器机制。例如美国的联邦税收制度是累进的个人所得税和公司所得税，它随纳税人收入的降低而下降，在经济衰退时，即使不改变税率,政府税收也会减少,而个人的收入和支出仍可维持在较高水平上，反而能缓和社会生产的下降程度。在经济高涨时，税收增加，个人收入减少，消费开支受到抑制，总需求下降，因而能减弱工资物价螺旋上升的势头。另一方面美国在30年代以后所建立起来的转移支出体系，如失业保险、福利开支等也具有自动稳定器的功能。例如,工人在失业后就领取失业保险金,一旦找到工作，保险金就停止。这样失业保险制度就以反周期的方式将资金从经济运行中注入和抽出，在一定程度上起到自动熨平周期波动的作用。②相机抉择稳定器机制。凯恩斯主义者认为，自动稳定器虽有助于经济的周期平衡，却不能百分之百地消除周期波动。因此，必须补充以相机抉择的财政政策。在这方面可以运用的财政杠杆有公共工程和其他公共开支、政府就业计划以及税率调整。美国的周期平衡财政政策盛行于50年代，到60年代已为充分就业预算所取代。
