土地经济 土地经济是指土地制度、土地利用、土地收益分配等方面的经济关系及经济理论问题。 土地利用过程中生产力的组织和生产关系的调节。就土地利用中的生产力组织问题而言，土地经济不是把土地作为一项自然资源，对其物理学的、化学的和生物学的性质和特征进行研究，而是把土地作为一个生产力的基本要素，对在一定的社会生产关系下投入生产过程之后所发生的一系列经济问题进行研究，诸如土地与劳动力及其他生产要素在时间、空间及数量上如何相互配合，建立土地利用的合理结构和空间布局等。就土地利用中的生产关系而言，这种关系包括一切与土地有关的土地所有者、使用者围绕土地所有、使用、买卖、出租、抵押、课税和管理等而发生的经济关系。任何社会都要依据生产力的发展和整个社会经济制度的要求，建立一定的土地关系，并在该社会制度所允许的范围内，采取必要的措施对土地关系进行适当的调节，以保证其协调与巩固，促进土地的合理利用与生产的发展。土地经济包括土地利用经济、土地制度和土地权属转移及收益分配三方面。土地利用经济是指土地在国民经济各部门的分配与使用，具体包括土地资源的勘查、技术经济评价、土地规划、土地开发、利用、保护等方面的经济问题，是人与土地以及各类土地相互间的关系问题。土地制度指土地所有制、土地使用制以及土地管理制度的建立、演变及其实施等问题。土地权属转移及收益分配指土地权属转移的条件、形式和土地收益分配的具体形式，如土地作为商品买卖时的价格、土地使用权有偿转让时的地租，以及国家参与土地收益分配的具体形式%26mdash;土地税收等，也是土地利用中发生的人与人之间的经济关系问题。以上三方面是相互联系的有机整体，合理利用土地是目的，建立并维护合理的土地制度是合理利用土地的根本保证，正确确定土地权属转移的条件和方式，合理分配土地收益是保证土地合理利用的重要手段与措施。
