人民公社人民公社中国农村曾经存在的劳动群众集体所有的社会主义经济组织，同时又是政社合一的农村基层政权。1958年8月9日毛泽东在山东省视察时肯定“还是办人民公社好”的消息在报刊发表后，全国许多地方纷纷创办人民公社。8月17日在北戴河召开的中共中央政治局扩大会议通过了《中共中央关于在农村建立人民公社问题的决议》。到10月底，参加公社的农户已占全国总农户的99％以上，只用了两个月的时间，就在全国实现了人民公社化。为了纠正公社化运动中瞎指挥、浮夸风、“共产风”等错误，中共中央于1958年11月召开八届六中全会，通过《关于人民公社若干问题的决议》。1959年2月中共中央政治局召开第二次郑州会议，确定人民公社实行三级所有制。到了1962年又进一步把所有制调整为公社、生产大队、生产队三级所有，并以生产队所有制为基础，此外还允许社员经营少量的自留地和家庭副业。在经营管理上由公社统一计划，以生产队为单位，组织社员共同劳动。生产队独立核算、自负盈亏。生产大队除了管理各生产队外，也经营一些队办企业，公社除了领导各生产大队协作外，还举办工业和商业。管理教育和民兵，执行基层政权的职能。这样的管理体制一直延续到1979年。实践证明人民公社制度不能发挥农民的积极性，也不适合农村生产力发展的要求。中共十一届三中全会以后，改变了人民公社体制，全面推行了联产承包责任制。1983年10月中共中央发出《关于实行政社分开建立乡政府的通知》，到1984年底完成政社分开工作。原来政社合一的人民公社不复存在。
