体育立法体育立法 tlyu lifo体育立法体育法制建设是中国体育事业发展的重要组成部分。中国近代史上体育立法可追溯到1927一1937年国民党政府颁布的中国第1部《体育法》，制定了《国民体育实施方案》，提出了构建“民族本位体育”要求。1949年后国家体委先后发布了《中华人民共和国运动竞赛制度暂行规定》《中华人民共和国运动员、裁判员等级制度条例(草案)》《青年业余体育学校章程(草案)》《少年业余体育学校章程(草案)》和田径、游泳等16个单项运动的运动员等级标准等，形成了在普及群众性体育活动的基础上提高运动技术水平的体育发展格局。1995年8月29日八届全国人大常委会第十五次会议通过《中华人民共和国体育法》，吉林、四川、浙江、江西、北京等省市也先后颁布实施了一批有关体育市场或体育经营活动方面的管理条例、制度。在《中华人民共和国体育法》颁布前后，国家体委相继出台《全民健身计划纲要》《奥运争光计划纲要》和《体育产业发展纲要》，分别总结了社会体育、竞技体育和体育经济方面多年的经验，对90年代乃至更长时期的体育改革和发展作了部署。90年代后半期体育立法的范围，更多地偏向于社会性的体育事务，而不仅局限于体育界内部。例如1994年制定《社会体育指导员等级制度》，上海、四川等地制定的《保龄球馆等级评定办法》等。1998年12月20日，全国颁布的地方性体育法规共43件，其中由省级人大发布18件。
