层级制 行政组织的一种类型。指行政组织纵向划分为若干层级，各层级的业务性质和职能基本相同，不同层级的管辖范围自上而下逐层缩小，各层级分别对上一层级负责而形成的层级节制的组织体制。又称分级制、科层制或军队型组织。 层级制的优点是行政组织分层管理，各层级都有确定的管辖范围，上层管理幅度较宽，下层管理幅度较窄，利于建立稳定的管理秩序；各层级事权集中，责任明确，管理效能高；层级间上下节制，指挥命令统一，行政协调一致。缺点是不利于行政组织上、下级之间的直接沟通，容易造成行政信息失真，使行政领导决策失误；而且管理层中间环节过多也妨碍行政组织整体作用的发挥。通常层级制要与职能制相结合。
