发票管理 税务机关对生产经营单位和个人在经营活动中所开具的商品销售和营业收入凭证进行的管理。 在中国，发票是企事业单位财务收支的法定凭证和会计核算的原始凭据,也是税务稽查管理的重要依据。税务机关负责发票管理制度的制定和组织实施，并对一切印制、使用发货票的单位和个人进行监督和管理，有利于加强税收和财务监督，正确核定纳税人的成本、营业收入、利润和应纳税额，保证财政收入；保障合法经营，打击各种违法活动，维护社会主义经济秩序。 1949年中华人民共和国建立后，发票一直由税务部门管理,但没有制定全国统一的管理办法。1986年8月财政部颁发《全国发票管理暂行办法》,除涉外单位外,自同年10月1日起施行。发票管理的主要内容包括:①凡销售商品、产品，提供劳务服务及从事其他业务活动的单位和个人，在取得收入时，均应向付款方如实开具发票，并加盖印章。向消费者个人零售小额商品可不开具发票，如果消费者索要发票，则不得拒开。所有单位和个体工商业户，在购买商品、产品和接受劳务服务付出款项时，均应向收款方索取发票。②需用发票的单位和个人应向税务机关购买。购买时须按规定提出购票申请，提供税务登记证明或其他有关证件，税务机关审核后，办理购票手续。③发票一律由税务机关统一设计式样，指定印刷厂印制，并套印县(市)以上税务机关发票监制章。用票单位如因业务特殊需要，经税务机关批准可自行设计发票式样，到指定印刷厂按规定印制，并套印县（市）以上税务机关发票监制章。任何单位和个人未经税务机关批准,均不得印制、出售发票,也不得涂改、撕毁、转让(包括转让性代开)、伪造、销毁和拆本使用发票。严禁伪造发票。④发票只限于用票单位和个人使用，不得转让和借用；也不得带到本省、自治区、直辖市以外填开。税务机关有权对使用单位和个人的发票进行查验。⑤税务机关、印制发票单位以及一切使用发票的单位和个体工商业户，都须建立必要的发票印、领、用、存管理制度，严格审批审核手续。⑥税务机关对于各种违反发票管理制度的行为，除没收其非法所得，责令其限期纠正外，可区别情况，分别给以批评教育、罚款、吊销税务登记证、收缴发票和其他税务管理证件等处理；造成骗税、偷税、抗税的，还应按《中华人民共和国税收征收管理法》(1992)中有关规定处理。
