《中国人民解放军基层后勤管理条例》《中国人民解放军基层后勤管理条例》Regulations Regarding Logistic Management of Crass-Roots Units of the Chinese People's Liberations Army Zhongguo Renmin Iiefongiun JicengHouqin Guanli Tiaoli《中国人民解放军基层后勤管理条咧》(Regulations Regarding丘啥isric MdnagemenrofGrass一roots Units ofthe Chinese PeoPle’sLiberation Arm一)1 992年9月25日中华人民共和国中央军事委员会常务会议通过，同年9月30日中央军事委员会主席签料命令发布。自发布之日起施行。中国人民解放军第一部基层后勤管理墓本法规，是组织与实施基层后勤管理的依据。 《条例》以中国人民解放军有关规定为依据，吸取了各部队基层后勤管理的咋行之有效的经验与做法，在部队试行的《军队基层后勤管理暂行规定》的基础上修订而成。包括总则，基层单位后勤仁作的组织领导，后勤战备、训练，财务管理，伙食、业余生产管理，卫生管理，车船管理，营产管理，后勤物资和设施、设备管理，执行作战和特殊任务时的后勤管理，机关责任，奖励与处罚，附则。共13章66条。1毛要内容有: ①明确基层后勤管理范围。基层后勤管理是指连队、舰艇、断矛大队，以及具有分队性质并独立组织伙食的站、库、队、所等单位的后勤管理。 ②规定基层后勤管理内容。基层后勤管理包括:管理经费、粮袜、被装等后勤装备、器材、物资;管理营房、营具及设施、设备;组织伙食管理、业余生产和卫生管理;组织车辆、船艇等装备的技术和勤务管理;选配后勤人员，建设基层后勤队伍;组织后勤战备、训练和后勤管理教育等。 ③规定基层后勤管理原则。基层后勤管理应当坚持平战结合、利于保障，自己动手、勤俭节约，因地制宜、注重实效，按章办事、官兵同管的原则。 ④规定基层后勤L作的组织领导。总后勤部是全军基层后勤L作的主管机关。各级后勤机关是本供应体系基层后勤厂作的主管机关。基层后勤〔作在本级党支部(党委)和首长领导卜进行，并分l几名本级军官管理后勤I二作。分管后勤仁作的军官对后勤工作负有直接领导责任，司务长在本单位首长和分管后勤五作军官的领导下，具体组织实施基层后勤管理。 此外，《条例》对基层后勤管理其他具体工作的内容、要求和各级领导责任，也作了具体规定. 《条例》从部队需要出发，’吸持定性要求与定量要求相结合，便f具体把提和遵循，可操作性强。《条例》的发布施行，标志着中l+4人民解放军基层后勤已进入规范化管理的阶段，对于加强军队后勤建设，提高从层后勤保障能力，具有甭要的意义。 (赵国强)
