预算外资金收支预算 反映财政年度内预算外资金来源、去向及其收支数字的指导性计划。是中国综合财政信贷计划的组成部分。 目的 便于及时了解和掌握全国预算外资金收支安排情况和发展趋势，及时制定预算外资金管理政策和措施，促进预算外资金的合理使用并提高其使用效益，为编制国家综合财政信贷计划提供重要依据。 沿革 1958年财政部在《关于编造1959年国家预算草案的通知》中规定：地方的预算外资金要编报地方预算外资金计划草案；中央各经济部门的预算外资金要列入企业财务计划草案。在60年代初期开始编制的综合财政计划中，预算外资金收支计划是其重要组成部分，后来由于"文化大革命"而中断。1978年底中国共产党第十一届中央委员会第三次全体会议以后，随着经济体制改革的深入和预算外资金的发展扩大，1983年国家恢复了编制综合财政信贷计划制度，规定地方各级财政部门、国务院各主管部门的预算外资金要分别编制计划，汇总后报送财政部审核备案；各级预算外资金收支计划，要纳入各级综合财政信贷计划，进行综合平衡。 构成 由中央和地方两部分组成。中央预算外资金收支计划，包括国务院各部门及其所属事业行政单位和国营企业的预算外资金收支计划；地方预算外资金收支计划，包括地方各级财政部门、地方所属事业行政单位和地方国营企业及其主管部门的预算外资金收支计划。 科目和报表 预算外资金收支科目较为简洁，一般设"款"级科目，个别重要科目设"项"；预算外资金收支计划报表由全国预算外资金收支计划总表、地方财政部门预算外资金收支计划表、全国事业行政单位预算外资金收支计划表、全国国营企业及其主管部门预算外资金收支计划表组成。 编制 ①布置。由财政部于上年年底对国务院各部门和各省、自治区、直辖市、计划单列市进行布置，各部门、各地区根据财政部的要求结合本部门、本地区实际情况作适当补充,并层层下发至基层会计核算单位。②编报。从基层会计核算单位开始，根据本单位历年预算外资金收支增长情况，考虑新一年度国家经济政策的变化以及本单位生产事业的发展规划等，制定本单位的预算外资金收支计划，并按隶属关系逐级上报。③审核。属于中央级预算外资金收支计划，报国务院各部门汇总后，报送财政部审核；属于地方级预算外资金收支计划，报同级财政部门逐级汇总后，报送财政部审核；最后由财政部统一汇编成全国预算外资金收支计划，报国务院审核。
