财政平衡财政平衡 财政平衡指一国政府财政年度支出等于年度收入(不包括借款在内)。如果支出超过收入(不包括借款在内)，其差额通常用红色字体表示，故称赤字。多数国家的财政年度采用历年制，即自1月1日开始至12月31日止。但英、美、日、意等国不采用历年制。例如美国的财政年度从10月1日开始至次年9月30日结束。1994年财政年度就是从1995年10月z日起到一994年9月30日结束。按照凯恩斯学派经济学家的观点，政府为了克服萧条，消灭失业，就必须采取扩张性财政政策，增加政府支出，或减少税收，或双管齐下，以提高总需求。如果财政没有盈余，则该项支出就需以发行债券、借款来弥补。通过这种方式必然产生财政赤字。短期内的财政赤字对经济的发展有一定的积极作用，但长期的赤字则对经济的发展不利，这就需要弥补财政赤字。凯恩斯学派经济学家认为，财政赤字的弥补不能靠增税或减少财政支出，因为那样达不到克服萧条的目的。财政赤字的弥补主要靠发行公债，即财政部向公众借款，出售国库债券。但是，如果不能从公众取得借款或者向公众借款的数额不足以弥补财政赤字时，政府往往采取创造货币的方式弥补赤字。这种方式会直接导致通货膨胀。在计量财政赤字时，应注意对通货膨胀时利息支出的核算。这样能够比较真实地反映实际财政赤字。
