统税　　民国时期国民政府对大宗具有普遍消费性质的货物实行全国统一征税，一次课征之后，行销全国，不再重征，故称统税。国民政府成立后，为"简化税制，抵补裁厘损失"，即着手整顿税制，以增加财政收入。1928年1月，首先对卷烟征收统税。1931年1月，国民政府正式设立统税署（后改为税务署），在裁撤厘金同时，于同年 2月开办棉纱、火柴、水泥三种统税，并将麦粉特税归并办理,合称为五种统税。1932年,复将熏烟税、啤酒税两项归?⑼乘盎匕炖怼?1935年 1月，再开办火酒统税。统税为国税，征收原则是：一物一税，只征一次，就关（进口商品）、就厂（工业品）、就场(农产品)征收。　　　　随着国民政府统治地区的扩大，统税区域也不断扩大，至抗日战争前夕，全国除云南、西康、青海、蒙古、新疆、西藏以外，均属统税区域；统税收入已由初创时之数百万元，逐年递增，达到一亿数千万元，仅次于关税、盐税，占国税之第三位。抗战期间，沿海各大城市先后沦敌，统税税源减少，国民政府除提高统税税率外，乃举办新税，扩大征税范围，1940年改汽水税为饮料品统税，并开征糖类统税；1942年举办茶类统税；1943年又开征竹木、皮毛、瓷陶、纸箔统税。为了避免物价飞涨影响税收，1941年改变统税征课标准，由从量税率改为从价征收，并于1942年将卷烟、火柴、糖类实行专卖，停征统税。为了控制物资，1943年 1月20日起又将棉纱、麦粉两项统税改征实物，随后糖类、烟类及火柴亦取消专卖，改为征实，至1945年抗战胜利，始停止征实，回征货币。　　　　自1928年开办统税以后，税率屡有提增，如卷烟统税，由22.5％增加至136％,其他如火柴、洋酒、啤酒等税率均有增加。　　　　1946年8月,国民政府公布《货物税条例》，统税改为货物税，征收货物扩大至十三种。
