财政政策 国家根据一定时期政治、经济、社会发展的任务而规定的财政工作的指导原则。它由国家制定，代表统治阶级的意志和利益，具有鲜明的阶级性，并受一定的社会生产力发展水平和相应的经济关系制约。其内容包括社会总产品和国民收入分配政策、预算收支政策、税收政策、财政投资政策、财政补贴政策、国债政策、预算外资金收支政策等。它们之间是相辅相成的关系。 形成与发展 财政政策是随着社会生产方式的变革而不断发展的。奴隶社会和封建社会，由于受自给自足的自然经济制约，国家不可能大规模组织社会经济生活。奴隶主和地主阶级的财政政策主要为巩固其统治地位的政治职能服务。在资本积累阶段和资本主义形成时期,统治者一般都推行掠夺性财政政策，以加速资本积累的过程。早期的资本主义国家，一般都实行简政轻税、预算平衡的财政政策，以利于自由资本主义的发展。国家垄断资本主义时期，生产社会化与资本主义私有制的矛盾日益激化，政府的经济职能逐渐增强，财政政策不仅为实现国家政治职能服务，而且成为政府干预和调节社会经济生活的重要工具。特别是20世纪30年代凯恩斯主义产生，财政政策成为调节经济、挽救经济危机的重要手段：常常在经济萧条时期实行扩张性财政政策，以刺激社会总需求，加快经济复苏；在经济高涨时期，则实行紧缩性财政政策，以减少社会总需求，延缓经济危机的来临。社会主义国家由于建立了以生产资料公有制为主体的经济制度，国家集中了全体人民的意志，代表着人民的根本利益，能自觉地根据客观经济规律的要求制定财政政策。一方面促进人民民主政权的巩固，一方面组织和协调社会经济生活，为巩固社会主义生产方式，满足人民日益提高的物质文化生活需要服务。 调节方式 现代国家的财政政策，都是随着不同时期政治和经济发展的不同需要而不断调整的。但这种调整在一定时期内又保持相对稳定性。主要的调节方式有：①动态调节。即根据社会经济的发展变化规定相应的财政政策。②总体调节。即从全局上组织各种经济活动之间、经济与社会事业之间平衡协调发展的财政政策。③主动调节。即基于对经济发展状况的认识而制定的有针对性的政策。调节经济的财政政策，有膨胀性财政政策、紧缩性财政政策、平衡性财政政策、总量调节政策和结构调节政策等。 财政政策是国家整个经济政策的组成部分，同其他经济政策有着密切的联系。财政政策的制定和执行，要有金融政策、产业政策、收入分配政策等其他经济政策的协调配合。
