债权国与债务国 在国际资本流动过程中资本输出大于资本输入的国家称为债权国，资本输入大于资本输出的国家称为债务国。 国际信贷关系是在19世纪末20世纪初世界经济形成的同时确立起来的。在垄断资本主义阶段，自由资本时期的少量国际信贷活动,开始转变为大量的资本输出,成为垄断资本主义对外经济扩张和牟取高额利润的重要手段。第一次世界大战前，英国、法国和德国在其强大经济力量支持下，成为国际信贷活动中最大债权国，其中英国在三国资本输出总额中占41％。第二次世界大战前后，美国经济地位迅速提高，至80年代初一直是世界上最大的债权国。它的对外资本输出总额（包括证券投资、直接投资、对外"援款"、贷款等）1950年为 544亿美元，70年代末猛增到6067亿美元。 债务国形成的主要原因是:①本国经济发展无力,其结构难以承受经济增长要求，债务积累不断增大；②本国经济发展缺乏合理的国际经济秩序。前者如美国，80年代中期后已经发生了由债权国向债务国的转型。后者如多数发展中国家，1990年对外债务总额已由1982年的8310亿美元增加到1.32万亿美元以上，整个债务国的债务占世界国民生产总值的比率高达50％。
