"三包一奖"制 包工、包产、包费用和超产奖励的简称。是中国农业生产合作社在统一核算、统一经营的前提下，对生产队实行的一种生产责任制。具体做法是：把一定产量任务和应付的工分数以及合作社应开支的生产费用包给生产队,年终结算,超产受奖，因管理不善减产受罚。节余劳动工分和费用归生产队支配，超支由生产队负担。实行"三包一奖"制，必须相对稳定生产要素，对生产队实行固定土地、劳力、耕畜、农具的措施，即通常说的"四固定"。 "三包一奖"制是在合作社建立过程中逐步形成和发展起来的。1956年 6月30日第一届全国人民代表大会第三次会议通过的《高级农业生产合作社示范章程》指出:"农业生产合作社可以实行包产和超产奖励","在规定各个生产队......生产计划的时候，要同时计划出完成生产计划所需要支付的劳动日数量。合作社可以实行包工，按照所计算的劳动日数量，把生产任务包给生产队。"1957年 9月14日《中共中央关于做好农业合作社生产管理工作的指示》中更明确地提出："必须普遍实行'包工、包产、包财务'的'三包制度'，并实行超产提成奖励、减产扣分的办法。这是社队分工分权的一项根本措施。""三包一奖"制对克服因农业社规模过大而带来的生产队之间的平均主义，以及对加强经济核算，减少人力、物力、财力的浪费等方面都发挥了一定的积极作用。但是"三包一奖"制不可能完全克服农业合作社存在的矛盾，特别是不能解决生产队之间的平均主义弊端。1958年人民公社化以后，生产大队（相当于原来的高级社）对生产队从实行"三包一奖"制逐渐演变成大包干制。1962年实行基本核算单位下放，使生产队成为统一经营、自负盈亏的核算单位，"三包一奖"制就不再被广泛采用了。
